New Sexual Harassment and Assault Training Now Mandatory for RSA in Victoria
From 1 December 2025, Responsible Service of Alcohol (RSA) training requirements in Victoria have changed, with the introduction of a mandatory sexual harassment and assault training module for all RSA participants.
The change applies statewide and affects both new RSA applicants and anyone completing an RSA refresher.
What has changed?
Liquor Control Victoria has introduced a new compulsory online module titled:
Sexual Harassment and Assault: Recognise, Prevent and Respond
This module must now be completed in addition to the standard RSA training before an RSA Certificate of Completion can be issued.
The update reflects a broader push to improve safety, respect and harm prevention within licensed venues across Victoria.
The new RSA training structure
From 1 December 2025, RSA certification now has two required components:
1. Approved RSA course
Participants must complete an RSA course delivered by an approved training provider. This covers the usual RSA content, including legal obligations, intoxication management and responsible service practices.
2. Sexual harassment and assault online module
After completing the RSA course, participants must also complete the online sexual harassment and assault module via the LCV Learning Hub.

Focuses on recognising, preventing and responding to sexual harassment and sexual assault in hospitality and licensed venue settings
Only once both components are completed will an RSA Certificate of Completion be issued.
What about RSA refreshers?
The change also applies to RSA renewals.
Anyone completing an RSA refresher must now complete:

A short RSA refresher course, and

The Sexual Harassment and Assault: Recognise, Prevent and Respond module
Both elements are mandatory to keep an RSA current.

All hospitality, event and liquor industry staff required to hold a valid RSA in Victoria
RSA certificates remain valid for three years, provided the updated training requirements are met.
Why this matters for venues
Licensed venues have long had obligations around patron safety and harm minimisation. This update expands the focus to include workplace and patron safety in relation to sexual harassment and assault, giving staff clearer guidance on:

Understanding their role in creating safer, more respectful venues
For venue operators, it’s important to ensure all staff RSA training completed from 1 December 2025 onward includes this additional module.

The sexual harassment and assault module is completed through the LCV Learning Hub after finishing an approved RSA course. Access details are provided once the RSA training component is completed.
