OTL Consulting Group was founded in 2013 by James Robson, following his time as a Compliance Inspector with Victoria’s liquor regulator. The business was initially established as a specialist liquor licensing consultancy, supporting hospitality operators to navigate liquor regulation, compliance, and approvals with confidence.
As the client base grew, it became clear that liquor licensing rarely sits in isolation. Demand for integrated planning advice, particularly for bars, pubs, restaurants and licensed venues, led to the expansion of OTL’s town planning services.
A key milestone occurred in 2018 with the integration of EDQ Town Planning, a long-established regional planning consultancy founded in 1995. This marked a deliberate step toward a multi-disciplinary model, allowing OTL to support projects across land use planning, subdivisions, rural development, strategic planning and built-form outcomes.
Over time, drafting and urban design services were brought in-house, enabling a genuinely integrated approach from early feasibility through to approval.
Today, OTL Consulting Group works with a diverse range of clients; from individual landowners and hospitality operators to developers and community organisations, providing practical, strategic advice grounded in experience. While the business has grown, its values remain the same: clear advice, a collaborative approach, and a focus on getting outcomes that work in the real world.
