When Do You Need a Venue Management Plan?

Venue Management Plans are typically requested when:

  • Applying for a new liquor licence (particularly On-Premises or Late-Night licences)
  • Varying an existing licence (trading hours, patron numbers, live music etc.)
  • Responding to LCV directions or Council planning permit conditions
  • Operating in high-activity precincts like Melbourne, Yarra, Stonnington, or Port Phillip

LCV may also request a VMP during its assessment if there are concerns around noise, patron behaviour, security, or amenity impacts

 

What Is a Venue Management Plan?

A Venue Management Plan (VMP) is a structured document that outlines how your venue will operate responsibly and safely, with clear strategies for managing:

  • Noise and amenity impacts
  • Patron behaviour, intoxication, queuing, and egress
  • RSA compliance and staff training
  • Security arrangements, CCTV coverage and lighting
  • Waste management and bin collection times
  • Complaint handling processes and neighbour liaison
  • Use of outdoor areas (e.g. smoking or footpath trading)
  • Public transport access and post-trade dispersal

VMPs often incorporate key elements required under planning permits and Liquor Control Victoria’s guidelines, ensuring a consolidated and consistent approach.

 

Noise and Amenity Action Plans (NAAPs)

Some Councils, especially within inner metropolitan LGAs, require a Noise and Amenity Action Plan (NAAP) as part of the planning permit application process for licensed premises.

NAAPs cover similar ground to a VMP, but are focused more explicitly on land use planning and local amenity concerns. They must often demonstrate:

  • Compliance with the local Planning Scheme
  • Measures to minimise noise escape and manage patron impacts
  • Bin management, venue lighting, external speaker systems, etc.
